Minister of Health of Viet Nam Nguyễn Thị Kim Tiến delivered her remark at the United Nations High-Level Meeting on NCDs in New York

 

Viet Nam Health Minister Nguyễn Thị Kim Tiến joined Head of States, Ministers and other leaders at the United Nations High-Level Meeting on Non-Communicable Diseases on 27th September at the 2018 General Assembly in New York. She delivered a powerful statement of commitment to action during the plenary, and at a media briefing on the High Level Meeting. Below is her remark at this meeting.

“Madame/Mister Chair, Excellency Head of States, Distinguished guests, Ladies and gentlemen,

On behalf of the Government of Viet Nam, I am very pleased to share with you our key achievements and address the important role of multi sectoral actions for Non - communicable diseases prevention and control.

In October last year, the highest political body of Viet Nam - the Central Party Committee has issued Resolution 20 on the protection, care, and promotion of people’s health in line with the SDGs until 2030 with focus on strengthening primary health care and addressing the prevention and management of NCDs.

The Prime Minister issued National NCD Control Strategy in 2015 and recently issued the Healthy Viet Nam Program in 2018 which are serving as bases for multisector collaboration of related ministries and all local governments to focus resources to achieve key indicators for NCD and risk factors in coming years.

For NCD management, we have developed a functioning model of NCD prevention and management at primary health care level applying family medicine principles which is being expanded nationwide. The country has increased coverage of health insurance to 86% and aiming to achieve 100% in the near future.

On tobacco control, Viet Nam has adopted Tobacco Control Law and established a Tobacco Control Fund which is managed by a multi-sector board including Ministry of Health, Ministry of Finance and other sectors. The graphic health warnings have been applied under the joint circular between Ministry of Health and Ministry of Industry and Trade.

On alcohol control, with the active collaboration of various sectors, we are in the process of developing Alcohol Control Law; and Ministry of Finance has taken active action to increase Alcohol tax. Viet Nam has also issued National Action Plan to reduce salt consumption in population.

In total, Viet Nam has fully achieved 9 out of 19 NCD indicators.

Vietnam propose to establish a “Global Fund for NCD prevention and control” to mobilize funding and support countries for conducting researches, applying initiatives, interventions and best practices for NCD prevention and control.

The Government of Viet Nam is committed to intensify NCD prevention and control efforts as parts of the primary health care and multi sectoral strengthening in Viet Nam in coming years, so as to achieve all the NCD targets for 2025 and 2030.
