Minister of Health Nguyen Thi Kim Tien Meeting with Health Education and Training Project for Health System Reform (HPET)

On 19/9/2017, at the Ministry of Health, the Health Education and Training Project for Health System Reform (HPET) has reported to the Ministry of Health about the results and progress of the project implementation plan for 2017-2020.
Attending the meeting were Assoc. Prof. Nguyen Thi Kim Tien, Minister of Health; Prof. Le Quang Cuong, Vice Minister of Health; representatives of departments/administrations of the Ministry of Health; Hanoi Medical University, Ho Chi Minh City University of Medicine and Pharmacy, Hue School of Medicine and Pharmacy, Ha Noi School of Public Health; Viet Duc Hospital, Bach Mai Hospital, Cho Ray Hospital; Yen Bai Department of Health, Lao Cai Department of Health, Ha Giang Department of Health; Leadership and staff of HPET project.

The HPET project has been being implemented from 2014 to 2020 with the objectives of (i) improving the quality of education and training of human resources for health and health system management, (ii) enhancing capacity of primary health care, (iii) implementing national strategies and policies of the Party and the Government on developing the Viet Nam Health System in line with Millennium Development Goals (MDGs) and for a new rural setting development. The HPET Project works in improving the quality of health workforce education through innovative approaches to capacity-based teaching and learning, and improvement of education quality assurance system. The project consists of three main components: (i) capacity-based academic training innovation, (ii) capacity-based health management training innovation and (iii) improvement of primary care, family medicine and investment for health care at grassroots level.
After more than 02 years of implementation, despite of some results, the project progress has been behind the plan, project original approachas are not in line with the roadmap of human resources training for health reform in Viet Nam. Therefore, during the period 2017 - 2020, the project will be redesigned with new approachas: capacity-based program development, improvement of training quality assurance system, clinical trainer development, organizing a national competence assessment exam as well as strengthening domestic and international expertise in the field of human resources training.
Minister Nguyen Thi Kim Tien stressed that staffs of the project should be more determined and devoted. Hospitals, schools and local health departments participated in the HPET should work closely to successfully implementing project activities. First of all, framework of training programs should be completed and approved; project disbursement should be effective, and pursuant to regulations of the Government and the World Bank.
