French-Vietnamese cooperation in the field of health

France's medical cooperation in Vietnam is among the strategic priorities of the French medical world, focusing on achieving The Sustainable Development Goal No. 3 aims to help people stay healthy and encourage the well-being of people of all ages.


       A collaborative program led by the French Embassy Cultural Cooperation Office, in close collaboration with the Regional Health Counselor in Bangkok, Expertise France and research institutes including CIRAD, IRD, ANRS, the international network of Pasteur institutes.

            Since 1993, the year of signing the agreement on inter-governmental cooperation in the field of health, France has invested a lot in training to meet the requirements of the medical facilities in Vietnam. The relationship established over the past 25 years, based on excellence and the transfer of skills, is the driving force behind many exchanges within the framework of collaborative projects between universities and hospitals (more than 20 cooperation agreements) to support the Vietnamese health system in depth changes.

    French Medical Cooperation Program receives Vietnamesedoctors -knowing French at French hospitals. This training program lasts until 2009 under the name of FFI (Practice resident physician), which has been transformed into DFMS / DFMSA (Specialist and Specialist Training) in 2010. This training policy has helped to train about 3,000 Vietnamese physicians and renovate the Vietnamese medical faculty by developing a team of physicians specializing in dialectics, moreover, most of the doctors and medical professors are present.

      The French Cooperation Agency also supports a postgraduate training program taught by French and Vietnamese professors and doctors in various medical and pharmaceutical universities (Hanoi, Ho Chi Minh City , Hue, HaiPhong), the program provides for an interdisciplinary degree (DIU) within the framework of collaborative agreements between French and Vietnamese medical schools. In 2016, 1500 Vietnamese doctors participated in these training courses (more than 80 French lecturers were mobilized), equivalent to more than 1000 teaching hours of 20 DIU training programs and postgraduate training. The objectives and content of the training are provided by the Vietnamese and French coordinators, meeting the challenges of public health.

            Over the past 15 years, the French Embassy in Vietnam has granted scholarships to approximately 50 students in the field of medical and pharmaceutical sciences (MSc and PhD).

            The fight against HIV / AIDS, tuberculosis and malaria is a priority for us. France with its financial commitment to the Global Fund (The second largest donor country in the world), is one of the leading nations in the fight against these three diseases. In support of the qualitative approach that has had a major impact on access to health care for patients and victims of the pandemic, the Global Fund has provided the Ministry of Health Viet Nam with a budget of 190 million USD (of which $ 20 million is contributed by France) for the period 2015 - 2017.

            With the participation of international partners and key actors in Vietnam (institutional and civil society representatives) in France, in June 2014, the National Aid Coordination Agency of Viet Nam, is the state agency has the duty to pass thestrategic orientations as well as oversight of the use of funds allocated to national programs within the framework of the Global Fund's new financing model. Here, in combination with research programs, the French specifically protect the representation of civil society organizations, paying more attention to vulnerable groups in influential innovation interventions.

          Our work within the framework of multilateral cooperation is supported by ANRS (French National Agency for HIV / AIDS and Hepatology). This institution plays an important role in the French scientific presence in Vietnam, as evidenced by the longstanding commitment of Professor Françoise BarréSinoussi, who won the 2008 Nobel Prize in Medicine. ANRS currently ranks second in the world for scientific publications on HIV / AIDS.

            The 5% initiative developed by Expertise France, France is able to meet the expert requirements of Vietnam involves the design, implementation, follow-up and impact assessment of programs funded by the Global Fund.

            In 2016, for the first time in Vietnam, many Channel 1 (short-term support channels) projects have been approved and a Channel 2 project with a 3-year duration has been selected.. This channel 2 project supports the activities of the NGO SCDI (Center for Community Development Initiatives). At the forefront of supporting groups or community organizations working in the health sector, SCDI provides world-renowned services to the communities most affected by poverty, the HIV epidemic, and the consequences of drug use. This NGO is supported by the Global Fund and works with ANRS in a research program. SCDI launches a program to reduce the risk associated with drug use among under-20s in eight provinces in Vietnam.

            Activities in our medical cooperation program, including bilateral training programs and a bilateral and multilateral pledge to fight HIV / AIDS, tuberculosis and malaria were submitted to the President of the Republic of France during the official visit of the President to Vietnam in September 2016.
